You are living in very low cost housing, you can not expect them to change the place just because you moved in. You agreed to the conditions and the low rent. There are nice areas of Tempe, move to where you are comfortable.

Not to be rude, but did you view the apartments before you moved into them? Always worry when an initial walk-thru isn't part of the lease signing.

1. Check for maintenance personnel
2. Contact the "office" personnel if there is one
3. Write a letter to your landlord (if there is office personnel and maintenance, your landlord may just be unaware of the condition of his/her rental property

IF ALL ELSE FAILS. . let them come to you for your rent and then voice your complaints. If you have a paper trail that shows you have voiced your complaints, then if you have to break your lease, you'll have yourself covered to a degree.

Did you not view the apartment prior to moving in?

When you move in, you accept the condition of the property and the grounds.

If there are safety concerns, or a lack of any required utility, then you may write a letter to your landlord requesting repairs, or contact your local tenant association.

Why on earth did you move into this place ? Tough it out to the end of your lease and start looking for new accommodations a month or so before your lease expires.
