Raw Stuff is right IF you want to refinish the floor, I,think you just want to remove the glue, get some paint thinners and try that Or go back to Raw Stuffs answer , ??? why would anyone glue carpet down on a floor ???

There are also other solvents that might work if thinner does not. If you can chip up a chunk of glue take it to the hardware store and see if they can tell you what it is and what will remove it. Acetone is the most powerful solvent but it is highly flammable, so use with caution.
Use of solvents means you will need to reseal and refinish the wood floor. If the glue leaves stains you should be able to remove them with wood bleach(not household bleach). Get the floor color consistent throughout or use a darker stain.
If you end up using a floor sander to remove the glue residue be sure to use finish sander with at least a 220 grit as your final sanding before staining.

Go to your local flooring center and rent a vibrating floor sander. It has rectangular base. Buy at least four of the foam pads for it. Get some 100 grid, and 150 grid sanding pads, and and sand the floor smooth. Keep the room door closed, and the windows wide open to cut doen on wood sanding dust from permiating through the house. Once you've sanded the subfloor, and removed the glue, vacuum the subfloor.
Now you are ready for laying the flooring.

most of the time there isn't glue under the carpet, its just padding. if there is glue depends on how thick it is depends on what you need to use, if its just a thin coat and not all over the floor try using goof off...it does work good and then just buff it with a cotton rag. does require a lot of arm work, if its a thick coat of glue and it needs to be sanded then I suggest you get a professional...

pad sander will leave glue in uneven spots on floor,requiring palm sander...belt sander will work,but eats up floor fast,be careful
