They have a dog and a few cats. The pets are mostly kept out side and they are always in my yard picking through my garbage and now I found fleas.

If you spray your house and yard then the fleas need not bother you.
You do need to get decent treatments though, from a vet, not a pet store. Get a decent housespray, and if you have any left after treating, maybe give the rest to you neighbour! I would certainly have a word with your neighbour, if possible - tell them to Frontline their pets so they don't suffer!

Talk to your neighbor and tell them to put up a fence to keep their animals home and yes you can keep cats home by putting a top on the fence, than tell them they need to treat their animals for fleas and if nothing is done contact the animal control but at least you tried to give the neighbors a chance.

Tell the council.... confront your neighbours because this can become severe.
