if you use the word fair to describe something, then it will be an adjective.
it is definitely not a verb because it doesnt describe an action.
it can be a noun if it names something like a place like Fair Village or something like that.
it is also an adverb if it modifies a word, phrases, verb and nouns like for example you can say "it is fairly done."
