I mean de-inking and whitening it, what chemicals do you use and how and is it possible to buy these chemicals in drugstores or is it somewhere else?

hmm if you want to make funky handmade paper then soak strips of newspaper in some laundry powder and water for overnight. it'll go mushy enough to rinse & squeeze excess water out from through a mesh and let dry to reveal beautifully textured paper~ * you could also add some dye to it before squeezing water out~

Of course you could buy this from the shops for a ridiculous price.

I do it chem-free. I just sort the colors before I soak it to get the best color. If it has a moderate amount of ink, it won't show. For white, I collect the bottoms of pages that have no ink on it, or people save me the dots from their hole puncher.
