If it was a virus or something using your connection to spread, it wouldn't give you an accurate speed result. I think this is more related to latency, as in, the time it takes to get to other countries. You are in Indonesia.. I bet sites in indonesia are decent, but most sites are in the U.S, Canada, UK, and etc. Pretty far, so speed can't combat latency.
Also, you are in the middle of the biggest line of trans-atlantic fiber around, their were 3 connections, now only 1. this is pretty standard, even in the phillipines which is where the fiber lands, the speeds SUCK. it is EXPENSIVE bandwidth, most of which is taken by Australia. You are in a tiny country, it is highly expensive, so the providers just over subscribe and I am sure the routing is off to all hell, so you are hopping all over the pace to get to where you need to, you gotta be looking at like 200 ms of latency to hit servers in the U.S.
I know it sucks, to be right on top of a HUGE piece of fiber, and can't touch it, well, you can, you just ned to pay a hell of a lot more. If you got n E-1, you would be better off, but your paying for it.

Could be a lot of things:
1. Alot of people on at once lowering bandwidth
2. Settings not right on Modem
Speeds are not set in stone. It can be lower.
Contact ISP and check with them for updated software for modem or setting changes you might be able to make.

One of the reason can be that the overall usage at that particular time/particular place may be very high. When the usage is high it affects the speed. Since it depends on various reasons, I suggest you better check with your Internet Service Provider. Alternatively, you can check with some of your friends who have internet from the same ISP to get their feedback. Also check the spedd of internet from another service provider.

It could be or it could be that you are on a dial up connection. Can you use the phone when you are online? If not then it is dial up. Download AVG antivirus.
