phosphorus has an atomic number Z=15 if you have a neutral atom of P, it should have 15 electrons.
But you have P- this means 1 electron more than protons so 15+1=16 electrons
the electronic shell of that atom is
1s2 2s2 2p6 3s2 3p4

so on tne valence 3 shell you have 2+4=6 electrons
answer 9
