The "00" is to get an international line.
The "65", as established, is the country code for Singapore.
The eight digit telephone number is common with British-style telephone exchanges, such as the one in Singapore.
I am not sure what area of Singapore is covering the 94 start of that prefix.

Singapore, Singapore (Singapore is a city, Island and counrty all rolled into one). If this is in fact a telephone # you disregard the 00. 65 is the country code for Singapore.

if i ignore the 00 then 659 it would be alabama in the US in northamerica. however if i assume that's for the international long distance code then 65 is for Singapore in south east asia
