Shugo Chara! is based on the manga by Peach-Pit and started airing not too long ago. That picture is probably from episode 1 or 2 since only those two episodes have been subbed yet.

I'm pretty certain that that is Shito from Zombie Loan. Although, I didn't like the series that much so I've only seen 2 episodes.

Edit: Actually, I take that back. The cross necklace, and the hairstyle is a little bit different from Shito.
