What does short-waisted really mean?

Most people just say that it means that your torso is shorter than average. But I heard that your short-waisted if the distance from the top of your head to your crotch is shorter than the distance from your crotch to the floor. Do you agree? If your extremely short in the rise (the distance from waist to crotch), is that similar to being short waisted?

i think short waisted means your waist starts right under your bustline,dont quote me though
