No. If you resign, you are out of a job. A chance to transfer may come up later.

Only if you have a back up plan that is as good or better than where you are at now. If you are that upset then start looking. Don't forget to take into account any benefits or seniority you may loose. bottom line is don't cut your nose off to spite your face. Sounds cliche, but it's true.
