the protons have a charge positive = +e =1.6*10^-19 Cb . their number called Z characterizes the atom
The neutrons have a mass very near of that of proton but no electric charge
The electron have the same electric harge that proton but with opposite charge = -e. In a native atom their number is also Z, so the atom is neutral. the mass of 1 electron is 1/1850 that of 1e proton. Moreover all the chemistry is based on redistribution or sharing of electrons between the atoms
