in the booklet for the video card says that min requirement for processor is AMD Althon or whateva its called but i have a AMD Sempron 3100+. will it work or am i better off selling it and finding another video card?

YES it will run on a Sempron 3100+ but a bit bottlenecked. Overclocking your Sempron to about 2.4Ghz would greatly improve the gaming performance. About 20+% gain in 3D Mark 05 would be attained. BUT maximum performance from that card could be attained with better processors.

Over clock it(2.4-2.6ghz) to beat a pentium 4 EE 3.75ghz
It should not bottle neck it that bad if the game is not multi threaded the 8600 gt is no high end monster of a card.

yes it will work, but i'd consider OCing or getting another board
the board you have is probably a socket 754 and the 3100 is almost the fastest you can get (3400 sempron and 3200 athlon is the fastest for that socket)

get a better cpu, however video card doesn't depend on cpu but on motherboard make sure even it fit, however just get a new cpu, because if you had that car obvious you are a gamer need fater cpu to handle.
