The internet was invented. Think of it as a huge network of computers, where everything you see is stored on servers and computers everywhere, all connected together.

The internet was developed during the late 60's and early 70's.
Aliens probably have some sort of communications system more or less equivalent to the internet.
No. The internet exists only on planet Earth (ad a few communications repeater sattelites). And even if it -did- cover the Universe, the top speed for information would -still- be a bit under 300,000,000 meters per second.
