I'll use cheap shots as the primary criteria, use any other factors beyond that if you wish as well.

Chris Simon. The current ultimate cheap shot artist.

Most of the people answering this question are confusing 'dirty' with '****-disturber. The Rangers' Sean Avery, The Penguins' Jarko Ruuttu, Chris Neil of Ottawa, etc are ****-disturbers. They aren't dirty. They don't hide what they do. They want to get into your face and get you off of your game. Don't get me wrong. almost every ****-disturber has performed a cheap shot or two (eg. Dale Hunter and Claude Lemieux) but for the most part, they perform their jobs admirably.

Um... the dirty Ruutu IS Jarko, not Tuomo.
And I agree with baby on Avery and Darcy Tucker... holy crap are they cheapshotters.
However, I think the cheapest player is not really in the NHL right now (because he's suspended both from the NHL and AHL), and his cheap play spans all the way back to juniors.
And that is... the recently banned Steve Downie.
The dirty hit on McAmmond just showed that he would play dirty no matter where he played.
During juniors, he crosschecked his OWN TEAMMATE in the face, knocking his teeth out. I don't even think they were on the ice at the time, but I could be wrong. Why did he crosscheck the kid? Because the kid stood up to him and didn't want to be hazed.
That's someone who definitely needs some sort of major adjustment.

Spencer... I admit I don't see enough of Tootoo to know how dirty he is or isn't but, the video you posted makes him look more like a hardnosed, in your face type player. Not really in the Ulf Samualson class.
My opinion might be biased, but I'd have to elect Daniel Afredson to the rank of dirtiest, at least in the star category, anyway. Pretty handy with the stick and he just seems to make sure he knows where the refs are so he don't get caught. I could probably say the same for Marian Hossa.

Derek Boogard is the dirtiest player in the NHL bar none, he throws knees at the forwards and tries to draw defensmen into fights, i realize he is the wild's enforcer, but he takes it over the line the way he hits away from the puck.

Pronger
The guy is a lead footed slug.
I could skate around this pylon 7 times out of 10.
Can't play in this league with its emphasis on speed and play making so he gets frustrated when the speedsters blow by him.
Look at the Detroit series last year, Zetterberg and Datsyuk always went to his side of the ice because they knew they could beat him outside.

Pronger, no question. He was suspended twice in the playoffs last year for dirty hits. He could also take the nhl Oscar for all the diving I saw him do in the game last week vs the Wings.
