You are asking the wrong question.
PSD is a Photoshop file format.
XHTML is eXtensible HyperText Markup Language

You need to first convert the PSD file to a gif or jpg format.
Then you use xhtml tags or script commands to display the picture.
You cannot convert PSD to XHTML.
