Well you will have to do this yourself. It is part of what we like to call the design.
You probably have a user and password database or file that you validate the login with. So now all you have to do is to add a locked file or database and a way for someone in control to unlock the id.

At login time you will have to check the locked list to make sure that the password is not locked before checking the password.
