I have a friend who was planning to get a 4-year degree is graphic design when she transferred to a university. She just realized that she isn't into graphic design as much as she thought she was, so she prefers to minor in it. Can she only minor in it? Can she get anything (such as some kind of a minor degree) from minoring? She knows for sure that she doesn't want to major in anything in that university.

you generally need a major - even if is a general studies with an emphasis. If your friend needs you to seek info on YA, maybe she shouldn't be in college. She really needs to speak with her admissions office/guidance counselor.
