Hmmm, what're my favorite Animes...
Cowboy Bebop
Trigun
FMA
Nausicaa
Vampire Hunter D
None of which take place in Japan. So, no, I don't mind at all

No... why does that matter in the slightest where it takes place? There are some great anime out there that don't take place in Japan.
Baccano! takes place in America, and Noir takes place mainly in France. And we can't forget all those series that take place in worlds that don't have any defined countires that we are familiar with at all (eg Mushishi).
Why does it bother you if a series doesn't take place in Japan?

Not at all.
Imagine fantasy anime set in modern day Japan. Or a space drama. It doesn't work.
