Structuralism posits a code which precedes message. Truth is thus two-leveled: conditioned by structures, whether Kantian causation and spacetime categories, or by Levi-Strauss linguistic categories, etc.
Truth implies order, a perceiver, a standard, an object, etc.
However, the "appearance" of tidiness is a different kettle of fish. If order develops, it "appears." If there is "apparent" order, it may be superficial, on the surface, masking the subconscious, etc.
Thus, your question is potentially ambiguous, regarding "what is 'appearance/"?
However, "Truth," being one of many Capitals, is also ambiguous. "Truth" capitalized usually indicates Deific, transcendent, absolute.
"More important" is a fungible term, as 45%-55%, 40-60, etc. It may vary according to particular factors in a configuration and the value one places with each of them.
So...Truth is God, Order is Harmony except when it's superficial ("appearing" to be something but not really that something), and the two generally go together.
It is likely your question is rhetorical, and relates to a preference to Zen-like cutting through ("chod") material-spiritual "appearances," rather than a more heady approach.
"Kundalini West," Ann Ree Colton, "Climb the Highest Mountain," Mark Prophet, and "Sexual Force or the Winged Dragon," Omraam Mikhael Aivanhov, might be interesting.
Http://www.divinecosmos.com is an example of placing Truth before a current ordering or system.
Http://www.coasttocoastam.com is a radio program which discusses this kind of issue.

The appearance of order is more important that finding the truth, because, lets say, the truth you find is that there is no order. You will be left with anarchy, which will lead to the destruction of whatever the appearance of order was trying to protect.
I know that my example was direct, but there are plenty of truths that don't re-enforce order. Any of those truths will undermine order in such a way that society, or whatever order is protecting, will approach anarchy.

the use of the word "appearance", in your question, gives that particular sense of "order" seem as if it were something false. So then whats more important: a view of a possible lie or the search for what is real? I guess its what you can handle.
For me, its the truth but that can be just as an exhausting journey as the existence in lies, however, as one find snippets of truth along the way there comes peace, balance, wisdom, etc. The view or existence in what is false is a more stagnant view...in my humble opinion

That is ordered systematic gibberish. Appearing ordered in having truth, evident these cycles gather. Appearing ordered under stills, riddles these cycles render.
Cue Yoda: More truth tubs, the truth, bubbles ultimately.

No, but, in my opinion, order, if it is not obsessive, helps to see truth. Even on the small scale of ones household surroundings, I find when I keep order around me, my mind feels clearer, and this helps me to live with less waste of time and movement. There is a kind of freedom in this type of order that could be applied to larger matters of truth. While it is possible to have appearance of order with internal chaos, in general, keeping a framework of consistent patterns makes truth more accessible. One of the hallmarks of lies is inconsistency.

To a government, yes.
To an advocate, no.
Governments are there to instill order.
Advocates are there to prtect your rights in that order.
This is why Liberty is blind, she cannot be concerned with the truth if she is to maintain order in the world.
Truth can be deceiving.
That is why they ask you for the truth, the whole truth and nothing but the truth. They are not all they same thing.

No, of course not. Appearance always takes a back seat to substance. The appearance of order might be better then the appearance of disorder, but not much else.

I can't separate the two! I must have order in my quest for the truth! If I come about with truth in an disorderly fashion, I keep hammering it till it comes out in an orderly fashion. I may be weird, but, truth and order just seem to coexist?

Truth is so important that any price is worth paying for it... order gives a feeling of comfort and assurance, but truth is what is certain and lasting and that is what is 'the most' comforting and assuring to us in the ultimate analysis.

Absolutely not. But, in the sciences at least, the 'truth' does seem always to have a certain beauty of order and symmetry to it.
