I would give my friend a gift that would last and treasure it always. Something unique, jewelry with her initials. A portrait of her and you in it. Her favourite CD (music) and you sign it in the cover with a little message. Try to avoid soaps and stuff 13 year old are not interested in those stuff yet.

I'm sorry you are so materialistic at 13. You are missing so much fun just doing the "non expensive" things. Friendship shouldn't include money.
If you must, see about getting a special charm or piece of jewelry (silver) and have it engraved, "Happy 13th Birthday to my best friend........" Something like this she will keep far longer than a silly over priced purse or body lotion.

The best present I ever got was a scrapbook from one of my best friends. She filled it with crafty paper and tons of pictures of us goofing off. I loved it to death because she put so much effort in it. It was so great that she took so much time just to make my birthday gift special. It'll be something I'll keep forever. So, you should definitely give her something that you put a lot of time, effort, thought into so she knows much you love her. It will be a million times better than something you can pick up in a store.

Does she colect any thing? Whats her fave color or animal? Get her stuff that she likes!! Also ask her some questions.
