Its cause its your first time. As you shave it more it itches less. Save some for occasional ingrown hairs.
To relieve the irritation I think powder will do i dunno i just did a good job ignoring the itchiness while in public places but back home with nothing doin it itched like a *itch
Doesnt happen anymore tho, only those first few times for me. And i dont shave very often only like once every 2-3 months.

(I like that heart idea tho lol I'ma do that for my girl for christmas LOL)

Now that you have it down to "stubble" hit it with an electric razor, the kind with the foil, NOT the rotary type as they will grab an pull on the hairs some times. Finish off with a cream to lessen any irritation such as Nivea cream, it comes in a little blue tub for about 8 bucks but will last a good while cause you don't need to gob it on, just a dab or two will do you!

I would use one of the moisturizing shaving gels out there and that might help. For me when I first started I had the issue you're having but after I did it a few times I either learned to live with it or my body just doesn't notice anymore.

This is kind of a sneaky technique a nurse taught me. Use a brand new blade and shave using baby powder and shave it dry. Odd, but it works very well for me.

You kind of have to keep it shaved constantly, or it will always be like sandpaper. Lotion doesn't really help much once the hairs start growing and scratching you.
