What if the GOP contenders are in a 3 way tie between, Romney, Giuliani, and whoever else, who will get the nomination? Doesnt the winner need over a certain percentage, what if no one is a clear winner, and a deadlock, who will be the nominee?

If no candidate had enough delegates going into the convention then they would have to battle it out at the convention. Either way the nominee would be decided at the convention. But that hasn't really happened for a while since they changed the primary system to put more emphesis on state primaries and caucuses and the momentum a candidate gets through winning them.

it is very rare that a party goes to the National Nominating Convention in July or August without knowing who will win the nomination on the first ballot. Chosen delegates from each state are only bound to vote for their candidate on the FIRST ballot, and if no one wins nomination on the first ballot, it becomes an OPEN CONVENTION. Then ANYONE can be nominated and a lot of "horse trading" goes on in smoke filled rooms until finally somebody secures the required delegates to get the nomination.
