Check city codes. I live just north of Fort Worth and here the city required home builders to build only above street level in 1973 I believe it was. Your city may have this code in effect also. We have some houses down at the bottom of the hill that were built before the code went into effect and they get flooded every time it rains.

I don't understand why you'd buy a home like this, then complain about it later.

In Vegas people that bought homes by the airport tried suing the airport due to noise. They knew the airport was there.

Again in Vegas, people tried to sue the Railroad for the noise, they bought homes next to the tracks. They thought trains didn't make noise?
In ........people bought homes next to an empty field, it was a good deal knowing it was zoned industrial. They then built an ethanol plant with trains going and coming, trucks all night, they tried to sue.

People bought homes on a old dump without waiting for the 25 year limit, now they have a black gunk coming into their basements. They're suing. They knew all about it.

I'll say: All these cases were thrown out of court, these people knew what they were getting into and still bought. Sorry.

Street level makes no difference. They were built on fill - legal. If you want to have a building inspector out you can but if he sees a major hazard it may be condemned. Then you'd be out a house and have to settle with your insurance. Fill dirt settling is just a natural part of tract home building.
