It depends to who and where. If it's in class, I smile at that person until she gives up staring at me, smiling at her. It makes here wonder why I was doing that, and it would spread a smile across her face. Always works. Never fails.

Greet them in the halls, give them hugs on occasion, compliment their outfits/hair/smile/make up on occasion, ask them how they're doing, carry on small conversations with them about good things.
That's how random people make my day.
