In English it is proper grammar to spell out 1-9 i.e one - nine, and numbers above ten can be numbered i.e 10

There is no actual difference, really. It's just been an unwritten rule that if a number can be spelled out in one or two words (like thirteen or thirty-two), then to do it that way and put the actual number in parentheses afterwards. Example: "John wanted to buy thirty-two (32) bottles of soda for his party." If the number takes more than two words--such as 7,456 would take six words--the numerical form is best. Besides, a number like 7, 456 would take up half the line to write it all out. :)

Nothing. It is stylistic only. Normally newspaper write one to ten then use number for 11 up.
