they're only obligated to pay for the ONE hour that you worked. Different companies have different policies regarding pay... and compensation for time; and so on.
But they are only Legally obligated to pay you for the time that you worked.
Go to www.state.pa.us and check on the labour laws & state regulations. Federal Labour Laws are pretty much standard, but some issues vary from state to state.

Actually you will be paid for one hour because you worked for one hour but if you think the timing is wrong then l think it would be advisable to tell your boss to do something about the pay due to the timing of the job but if you think nothing is still not been done about it then l believe you have to talk to either your lawyer [who will tell you the more appoprate step to take ]or look for another job which has a better paying system and a more condusive timing.

If you work one hour, they have to pay you for one hour. Some companies have a policy of paying for more, like a minimum of 4 hours, but they aren't required to by law.

That said, I'd talk to your boss and ask if the meeting can be scheduled at some other time, like right before or after your shift.

It really depends what province or state you are from. In New Brunswick Canada where I am from, If you get called in for 1 hour you are to be paid for 3. Also anything worked over 44 hours in over time. In Nova Scotia they are paid 2 hours for 1 hour worked if called in and if the work over 48 hours its considered overtime.
