Almost all transformation sequences look the same. The only thing that I see in these two that make them look a little bit more similar is that they both use ribbons of light around body parts when doing the change. But I can name a few more that use ribbons like that (eg Moetan, Nanoha). I wouldn't say that these two are that amazingly similar. They are just following the magical girl formula (I know megaman isn't magic girl, but transformations our a defining feature of magic girl anime).
Maybe if there weren't 100 other transformation scenes in other anime, you could make that claim.
