Cats and dogs don't live in the wild.
They are bred by humans, and only exist because of us.
Not all animals want to stay in the same exact place all the time.
Cats and dogs were domesticated long ago, from wolves and bigger cats.
They still have the instinct to roam sometimes.
Some breeds of dogs are harder to prevent from running off, such as huskies. They were bred to run all day and are not trustworthy off a leash 99.99% of the time.
Their wild ancestors had ranges of land that they would roam over.
The domestic cat (at least ones that aren't kept strictly indoors) will roam what it considers to be its territory, which is usually larger than the plot of land your house is on.
Both animals, especially unneutered males, will run off if they smell a female in heat.

dogs and cats that are leaving their home may not be taken cared of properly according to pet's caring standard! Or they're seeking a much better home for them to live!

I think it's because "home" is not what dogs and cats are accustomed to.
They live in the wild, usually.
