Tasers are not part of a camera. They are a (usually) non-lethal shocking weapon.
Many disposable cameras and the cell phones with cameras built in have flashes to let you take photos in dim light. They are not dangerous at all.

All they can do is give you a little shock. Someone who has a pacemaker however could die from it if the shock is right above the pacemaker as the current can be pulled down the wire to the heart. I would not rely on one as a means of getting away from the bad guys.
