There have been several NHL games without penalties. There has been two 0-0 games without penalties.

It has never happened in an NHL game.
However, one game had just two penalty minutes. The Islanders and Bruins faced of in a game where the lone penalty was given to Aaron Asham for "closing his hand on the puck" (of all penalties!)
The game ended in a 2-2 tie.

Seems hard to imagine. Even more so in a 0 - 0 game. Did the teams just stay in their own end and shoot the puck out to centre?

Please clarify what type of penalty you're talking about - icing and off-sides are penalties. Are you specifically talking about games where no one went to the penalty box? That is a lot more likely.
