What I mean do you think the crime rate might drop if the citizen was responsible for the safety of his house hold and the people who reside in it or with him. AND THEN use the police as a back-up? What would that tell the criminal element??

If you think the society would function better without the mind numbing thicket of our Laws and Ordinances --- they IMO yes. For people would be required to look after their own interests and would be required to not do onto their neighbor what they would not want done onto them.

With far fewer laws and personal responsibility --- there would be more justice.

Unfortunately people in the United States are conditioned from birth to have a sense of entitlement. People overall act in the interest of themselves and without an authority to establish peace, there would be none. What needs to happen is that the "common good" needs to be placed at a higher value than individual desire. The world would be a better place if every one would just think about someone other than themselves once a day.

It would just shift things. I would probably be at less risk if that were the case (I look like I can take care of myself, because I can), but more vulnerable looking people (and people who can't take care of themselves), would be preyed upon even more than now, since the police would be backup.
