Microfilm at the library - interlibrary loan for out of town.

Most papers do keep copies of recent papers on hand. They also have a "morgue" where they keep copies of at least the last year in print. They may have them on microfilm as well, and if not the library may.

Because stories are written, edited, designed and sent to the printer on computers these days, they are most often archived digitally. Most newspapers with a half-way decent Web site have those stories available in their archives either free or on a paid basis. So try searching there first.

If you strike out, or really, really, want to see the story in print, you can try giving customer service a call. But good luck.

Most news papers will be more than happy to give you (or sell) a copy of a previous issue of the paper...give them a call and see if they have it on micro film or ? :-)
