I had a similar experience with a girl a few years ago. When I realised she was a bit well uptight about it and wasn't really ready I just backed off before we even got to the penetration stage.
Basically you need to relax sounds like he needs to aswell. Don't let is put you off a lot of peoples first experiences are disappointing including myself.

he didnt have to ejaculate for it not to be counted as sex. next time be more careful you dont wanna loose your virginity to just anyone make sure he's special and not after whats between your legs also if the situation becomes "sexually heated" try your best to keep in control unless your absolutely sure that your ready for taking that step.
I waited until i was 22 and thats hard work for a guy (and no i aint ugly lol) but hey it was worth the wait.

I guess that, technically, it could be sex. But if it were me, I wouldn't count it. It wasn't the FULL act of sex.
In the dictionary...the definition of sex as we are talking about it is "the act of sexual intercourse...or coitus.
Here is the definition of coitus:

I would say that all though it was a very unusal, and obviously not very satisfying experience, that yes you have had sex with him. I would say that maybe both of you need some more practice, keep trying, it will get better. I promise.
