Well, you can buy a white tank top and follow these instructions:
You will need:
-A white shirt / socks / hat / pants /skirt etc.
-Clothing die and plastic disposable containers
-Elastic bands
-2 thick disposable plastic gloves
-a plastic bowl of room temperature water
-Old clothing that you can throw away or a smock
1) Put on the smock and gloves
2) pour each box of dye, into the containers
3) Take the piece of clothing you wish to dye, and the elastic bands, grab a bit of the clothing, wrap an elastic around the part you grabbed, then dip that part into one of the containers of dye but only up to where the elastic is.
4) Reaped until satisfied, the without removing ANY of the elastic bands hang it up for 10 minutes on a clothes line/outside.
5) Dip the whole piece of clothing into the water for 10 seconds then remove the elastic bands.
6) Hang it up to dry for 24 hours
7) Show it off =D

There are some stores that will sell them in the spring/summer, but this time of year, research it and make your own, pick out two or three colors of dye, use rubber bands or string to tie up the shirt, then dye parts of it at a time, just remember the colors will most likely mix somewhere on the shirt, so stay away from colors that mix to make brown, unless that is what you want. Red and blue make purple, red and yellow make orange, blue and yellow make green.

I dont know where to buy them, but you can make one. All you have to do is get different color dye. Take a tank top and gather it in places take a rubber band and tie it around the gathered parts. Do this for as many colors as you want to have. Your shirt should have bundled rubber bands all around it. Now dipp the bundles into each color. let it dry and remove the rubber bands. Or look in these places

If you put bleach on the spots that you want white and then wash it the bleach will completely run through the entire shirt ruining it. so i would suggest just going out and buying a new shirt and more tie die.
