only if it makes a diff in win or tie for overtime, like todays ky and florida game, no the kick is not ness bc fla was well ahead and the one point would have not mattered, now this rule may make the bookies mad bc one point can determine how much is paid out thou but college doesnt go by the bookies

It depends. If the game is won on that touchdown, then no. If the score can be tied with the extra point, then they will attempt it.
