I doubt another equally "intelligent" species can evolve while humans are around. Most likely humans would feel threatened and kill them off before they got to the point where they could make weapons as effective as humans have now.

Human is the species and we cannot create a different species unless we prohibit breeding with certain individuals. If everyone is free to have children with whoever they want then we will remain as one species. If you are talking about race however, asians are typically smarter than whites, and whites are typically smarter than blacks...so it already does exist. However these are only slight differences in intelligence, to make the difference significant we'd have to go to genocide.

Well yes, it would be possible, i presume apes can evolve along side humans, they would evolve the same way we did, only under research i believe, of course you would be long time dead until real signs of evolution appear

Humans are evolving, but the pace is so slow that it happens in hundreds of thousands to millions of years. We have been at it for only 200,000 years.
