Paper and pencil are the cheapest, and, still, the best. Softwares have thousands of lines of code TRYING to emulate the qualities of the real thing.
For a pro, time actually DOES equal money, so I use Photoshop, where appropriate, Illustator when that serves the need best, and paper and pencil when it is right.
By the way, InDesign is a LOUSY drawing software. It is a page layout application and is very good at it.
The key is, the right tool for the job.

Well, i do not know about free, but you can try a demo of 'Alias Sketchbook Pro' by going to http://usa.autodesk.com/adsk/servlet/index?id=6848332&siteID=123112. I bought it a while ago ($80) and it is now autodesk sketchbook pro. It is a nice sketching program though and a lot cheaper than Photoshop if you need sketching rather than a major photo editing program.

Photoshop is far from cheap, but it is the industry standard. Along with Illustrator and InDesign.
