That is a wide division. You have to be in the city your agent is in. You have to have experience, training, and most of all the look they want. They are not interested in getting any new talent unless that person can compete with the best in the world, and if you are under 18 your parents would have to get you the agent anyway.

The best agents are SAG franchised.-

There are not many in SD, but lots in LA. If you contact the Screen Actors Guild (SAG), they have a list of what used to be called "SAG franchised" agencies. For purely technical reasons, none of the agencies are franchised anymore; but they'll still give you a list of agencies they've had good relationships with.

There's a bookstore in L.A. called Samuel French, who have all things showbiz. They have a booklet that comes out a few times a year called Ross Reports (if I recall correctly) that lists agencies and give reviews and other helpful information. There are a few other books and periodicals also reviewing agencies.

This can never be repeated too often: NEVER GIVE MONEY TO AN AGENT. Agents make their money by getting a percentage of what you earn as an actor; nothing else. Anyone calling themselves an agent who asks for a fee, or insists you go to this-or-that acting teacher or headshot photographer, is a crook.
