Ad-Aware, Spybot and SuperAntiSpyware are the programs I currently use to eliminate popups, spyware, and adware from my computer. They are well-written, and do not add popups or ads themselves.

SuperAntiSpyware (free)
http://www.superantispyware.com/
(SuperAntiSpyware includes 'homepage hijack protection' that'll stop your homepage being changed without your knowledge or consent).

Spybot S&D (free)

Ad-aware SE Personal (free)
http://www.lavasoftusa.com/index.php

Check for updates before booting in safe mode and performing a full system scan, in case a newer version exists.

You can run some online (free) scans that will clean as well...

The antispyware popup IS spyware. Download adaware (www.lavasoft.com) and spybot:search and destroy (www.download.com). After installing, update the signature files and run each, one after the other. These should clean your pc.

Windows sxecurity is very limited, you will need to spend some money and get a decent anti virus/ anti spyware program, there are free ones that you can google, or go to freeware or shareware and see what they have.

You don't have a good popup blocker. You should not depend entirely on your net servers popup blocker software sometimes they have poor security software. Get your own.
