i cant most of the time, but i don't believe anything i hear and only half of what i see

There are seven "give aways" to tell if someone is lying or not.
1) No eye contact: The person who is lying will avoid eye contact when lying. It is because of a sub-conscious phobia of the liar. It is simply a fear that the liar can be exposed by the person being lied to.
2) Change in voice: A change in the pitch of a person's tone, or a lot of stammering (umm, ah), or throat clearing could indicate a lie.
3) Unusual body language: The liar will display a lot of unnecessary body movements such as hand fidgeting, face touching, and foot tapping.
4) Sounds fishy: The act of making contradicting statements and then having to spontaneously correct them to make them sound logical.
5) Excessively defensive: The liar will become very defensive and may then accuse you of lying yourself. Usually when that happens, the liar is hiding something.
6) Changes subject easily: If you change subject a lot, the liar will change with you. If someone is telling the truth, they will wonder or even ask you why you changed the subject.
7) Humor and sarcasm: The liar will try to detour your attention

Unless they are in-front of me I can't usually. I can some times over the phone, but not all the time. Online, I have no idea, unless they get caught up in the lie and forget part of it. Then you can catch them. In person, you can tell by the way a person's eyes move, the tone in their voice, and their body language. =)

Usually they don't give proper eye contact, you can just sort of tell by their tone of voice.

its all in their eyes and some in the body movements

easiest way is when they say 'yeah, i f*ckin lied to you.' dead giveaway.
