every human cell's outer layer is the cell membrane, i think.
because the cell mambrane controls what goes in and out of the cell. The brain cells wont want any virus signals to trick your brain into instruct things wrong and cause your body to behave wrong, like too many blood vessels, or different intervals, and wrong reflexes.

Brain cells are animal cells, and animal cells don't have cell walls. Brain cells are neurons and glial cells, both of which have a cell membrane as their outermost barrier.

neurons are cells and have a nucleus, the soma and the dendrites. All three are made of proteins

jshleejs, Salt and water from the fluids that surround it. I wouldn't particularly say its electric but some of the neurons and protons might make "electricity" during meiosis.
