I want to send my resume and headshot to a talent agency, but I'm not sure which should be seen first, the resume or headshot.

Put cover letter on top.

Attach Resume to BACK of Headshot, meaning headshot is on top.

So order, from top to bottom is:

Cover letter
Headshot
Resume

Cover letters are first because they introduce you.

The headshot is next because the color sticks out, and catch a person's eye. Also, by seeing your type, an agency can quickly determine if they like you.

The resume is last because although it is more important, it would be looked at last after the headshot because it involves actually taking time to stop an read, which an agency can't do unless they already think they are interested in you.

From a practical point of view, the order should be headshot, cover letter, resume. Just in the case the talent agency needs your face, not your voice or something which has noting to do with physical appearance. You should have specified that. If your appearance is not important, the headshot goes last.

Headshot in front, absolutely. If they're interested in the face, they'll look at the resume. If they're not interested in the face, the resume won't change anything.
