Let's throw some odd ones out there:
Sakura with the Dash Clow Card from Card Captor Sakura
Yuki Nagato from the Melancholy of Haruhi Suzumiya
You really get to see Yuki's speed in the fight against Asakura. She's a alien who can essentially teleport short distances because she is so fast. I think she wins. And since she can control the world around her, she can speed herself up even more if she wanted to.
