In the past there were ferries on both routes.

Yes, San Francisco ( Ferry building, a few from Fisherman's wharf) to Oakland Jack London Sq, about 30 min ride $5.50

Only charter boat go from SF or Oakland to Sacramento.

There are ferries that run now. As for a decade or two ago, I have no idea! =)
