It appears there is no rape. There is no law against dating, or even marrying for that matter, as long as the parents of the 13 year old consent. So the answer is no, merely for dating there is no way they can press charges. And why would the 18 year old's parents press charges, if anything it seems the 13 year old's parents would!

There is no rape if there is no sexual contact, but there is a problem when an 18 year old wants to date a 13 year old. The level of maturity is different. The eighteen year old should be interested in people their own age not in hanging around with kids.
The 13 year old is just a child while 18 year old is an adult. If I had some eighteen year oold hanging around my child I would be alarmed and end the relationship as soon as possible.

Any promiscuous behavior with a minor is illegal. It doesn't have to be actual penetration. Have you ever spent time with this couple and supervised? Do you understand child pornography and the issues involved?
My first concern is why would an 18 year old want to be with a 13 year old in the first place? That tells me there is a problem.
Let's fix it, after all it is broken. The 18 year old needs to head off to college and the 13 year old needs to get involved with her Junior High after school supervised programs.

No, not if they are not having sex, and if they were the Girl or her parents would have to give proof of it. But a 18 year old dating a 13 year old is just asking for trouble...a 18 year old is not a kid he is a adult.

it really depends upon the laws on where they are. as far as i know i do not think there are any laws against a 18 year old being with a 13 year old but if they had sex that would be a different matter, i would have to ask why a 18 year old would want to be with someone that young it sounds a bit worrying to me

However, yes, if there is a reason for it, the parents of the 18 year old...or anyone else for that matter...can swear out a complaint.
