Very seldom does a modern PC have only one process running. Take a look at your task manager and you'll see a dozen or more.

Theoretically, both processors can work on the same task, but only if the task is programmed (at the assember/binary level) to take advantage of both processors. More commonly, the processors will work on separate tasks.

Do you mean that one core is doing all the work and the other's doing nothing? Some applications, especially older ones, aren't capable of using both cores. Look for updates or newer versions.

If both cores are working at 50%, maybe that's all you're demanding from them. Run 10 very active tasks and see if you can get beyond 50.

CPU's work only as hard as they need to.
Most programs are only 32 bit and depending on what you are running you may not need to push your CPU to its peak point.
IF one program uses 100% what does the other programs
use. My system AMD DUAL CORE has any where from 65 to 100 processes running at one time. IT rarely goes beyond
40% utilization . When i am running 64 bit editing programs
then is where i see the difference.
I run 2 gigs of Corsair in an Amd Dual core 4800+
With WIN XP 64 pro and it only uses what it needs to when it needs to.

If you're on a laptop, just click on the battery icon in the taskbar. Choose "More Power Options."
Under your current setting, choose "Change Plan Settings", then choose "Change Advanced Power Settings."
Find "Processor Power Management" click the +, press the + by "Maximum Processor State," and change it to your desired setting.

Hope that helped!
