The power valve is located in the center of the valve and jet plate which is located between the fuel chamber and the venturis. Unscrew the long screws that hold the fuel chamber to the carburator body and move it away from there an inch to clear the gaskets. The plate with the power valve and two fuel jets comes off next or with it. seperate the gaskets from the parts, unscrew the power valve with a properly fitting wrench, not pliers! screw in new power valve and replace the "O"ring or fiber washer that seals it to the plate at the same time. Row reassemble using new gaskets on both sides of the plate, slip two screws into place to hold alignment of the gaskets, and screw parts together tighten snug but do not over tighten. Note, that there is gasoline going to dribble out as you dissassemble and the fuel pump will have to refill fuel chamber before engine will start! GOOD-LUCK

I haven't worked on a holley carb in over 25 years. but it seems to me that you removed the metering block, and the power valve was just screwed in. you should be able to see it readily.
