This person was either on drugs or really has mental problems. Either way, the poor child should not be returned to her parents (if they stay together).
Mental or drugs, either way he should serve the maximum time in prison or a mental institution. It's sickening.

Pleading insanity is a common plea in the U.K. It gives criminals a lighter sentence and usually they go into medical care rather than prison. Lawyers use it to get them out of their tight spot!
