If you're going to be a girl for Halloween, here's what you should buy: a pair of black panties & matching bra (a pair of fake breasts too), a pair of black sheer pantyhose or black stockings & a garter belt, a little black dress, a pair of 4" black pumps, a long blonde wig & make-up, nails, perfume & some jewelry too.

There might be some deeper issues here. Do you feel like you are a girl stuck in a guys body? Or are you just trying to break the sterotype? If you are comfortable with yourself, just go and buy them any place, people might think you are getting them for a friend or as a present. If the problem is the fitting room situation, the Salvation Army and other thrift stores have cheap clothes that you might not need to try on. Either way, you should probably talk to somebody about this so you get feel better. Good luck!

Well, anywhere that sells clothes for 14-year-old girls would be the obvious place to look.
Why worry if people think they're for you? You're not doing anything illegal, or 'bad'. Shop assistants generally don't care who buys their stock, as long as you pay for it.
And you don't have to explain that you're not gay; this is the LGBT category, most people here know the difference between 'gay' and 'crossdresser'. ;)

Go to a Goodwill or Salvation Army, and just pick out anything you like from the women's section.
Seriously, no one there cares. I've done it tons of times, in rural upstate NY (not exactly a queer mecca). And it's cheap, but you can find good stuff there if you look hard enough and pick carefully.

Go with a female friend to any women's clothing store and pretend it's for her. Take them home, try them on, if they don't fit get her to return them for money back and get some that fits.

Mail order? You can get a money order at 7-11. And most cross dressers aren't gay.

I wouldn't worry about going to a store, but if you're not sure what would or would not look good on you, then I'd do what Marlene said and take a female friend with you to help you out...
